Scarepest doesn't work Empty Scarepest doesn't work

I might just be misunderstanding, but the description of the 3x3 Scarepest states very clearly that it's function is to keep away pests in the surrounding area. I planted 8 crops around the Scarepest, and within a couple of minutes one of my plants was swarming with bugs. What gives?

Edit: this turns out to be an incorrect description and not just a bug.
